Appeal a Citation
Payment of Disciplinary Fines
The fines for various offenses are listed on Parking and Transportation’s website. These fines are to be appealed or paid within five (5) calendar days online through the parking portal.
For students and faculty/staff, if no action is taken within five (5) calendar days, fines must be paid directly to Bursar Operations, 125 Thomas Boyd Hall, or online by paying Billing Statement via Workday Student or through faculty/staff payroll deduction.
There will be no exceptions if no action is taken within the five (5) calendar day period. For non-affiliates, if payment is not received within sixty (60) business days, the account may be sent to collections.
PLEASE NOTE: Starting July 1, 2026, If your appeal is rejected or reduced by half, you will be responsible for the balance due in addition to the $15.00 processing fee. Currently, the processing fee is $5.00.

Appeals must be submitted through the proper channel. Failure to submit an appeal through the proper channel will result in automatic dismissal of the appeal. (Please see how to section below)

If one appeals the citation, we cannot accept payment until the request has been approved/denied.

If one pays for the citation, they waive their ability to appeal the citation.

Diagrams, photos, and other supporting documentation must be submitted with the initial appeal. No additional information will be accepted after the initial appeal.

If your appeal is granted no further action is required on your behalf.

If your appeal is rejected or reduced by half, you will be responsible for the balance due in addition to the $5.00 processing fee (will increase to $15 starting July 1, 2026). If you are a permit holder, the citation and the processing fee will be applied to your billing statement.

There are no exceptions to these rules.

All decisions made by the appeal board are final.
Substantial Reasoning and Evidence
When submitting an appeal, there must be significant and valid evidence that a parking violation was not committed. Valid documentation must be provided with the initial appeal. The appeals board will not accept additional information after the appeal has been submitted. For metered-space violation appeals, please submit your receipt or the last four digits of the credit card used for payment, including payments made through ParkMobile. Note that copies of bank statements will not be accepted and should not be submitted with an appeal.
The following list of reasons are considered frivolous and will NOT be valid grounds for an appeal:

Lack of knowledge of the regulations

No other place to park/not enough spaces

Late to class or appointment

Other vehicles were parked incorrectly

Only parked [illegally] for a short time period
- Inability to pay citation amount
- Failure of parking officer to ticket previously for similar offenses
- Inappropriate Language
Appeals Board System
LSU Parking & Transportation Services is committed to providing a fair and consistent citation appeal process. Individuals who receive a citation have the opportunity to request a review if they believe it was issued in error or if there are extenuating circumstances. All appeals are reviewed based on the information submitted and the applicable parking regulations. Each case is evaluated individually to ensure decisions are made objectively and in alignment with established policies.
Depending on the nature of the appeal, cases may be reviewed administratively or, when appropriate, by an appeals board. This process is designed to ensure that all appeals are considered thoroughly and resolved in a timely and equitable manner.
The first level of appeal is conducted by LSU Parking & Transportation Services and is intended to address straightforward, fact-based citation concerns. This review focuses on verifying citation accuracy and applicable supporting documentation.
Cases eligible for Tier 1 review include:
- Potential citation or enforcement errors
- Violations related to appeals rules and regulations
- Appeals deemed frivolous based on established guidelines
- Proof of payment or parking validation within 48 hours of issuance
- (e.g., ParkMobile, Off-Street permits, or permit purchase confirmation made within 48 hours of an unregistered citation)
The following citation types are reviewed at Tier 1 only:
- Fire Lane
- Handicap Space
- Unregistered Vehicle
- ADA Unregistered
All decisions made at this level are considered final.
Appeals that require additional review beyond administrative verification are evaluated by the Citation Appeals Board. The board is a volunteer panel composed of students, faculty, and staff that provides an independent and impartial review of each case.
The board reviews each appeal based on the information submitted at the time of filing, applicable parking regulations, and the circumstances presented. All decisions are made in accordance with established policy to ensure consistency, fairness, and transparency.
The decision of the Citation Appeals Board is the final step in the appeals process. No further appeals will be accepted.
